What is the difference between "apply changes" and "apply and replace" When editing folder permissions?

“Apply changes”, only apply the permission in the currently selected folder, their files and its subfolders.
“Apply and replace” will re-write the permissions again and overwrite the previous one, so it replaces all existing permissions.
