The DOM (flash memory) has most of the QTS firmware to get the NAS started, and the full OS, data and settings will be copied to the HDD after system initialization. Some of the NAS models have 2 boot partitions in the flash memory, it is used as a fail over function during the boot process, to prevent it from not booting up normally.
